“Programa COPAS sur-Austral” is a program of oceanographic research centered in Chilean Patagonia that is directed by the Center of Oceanographic Research in the Southeastern Pacific, (“Centro de Investigación Oceanográfica en el Pacífico Sur-Oriental”—COPAS) of the University of Concepcion. It was begun in 2008 with financing from CONICYT (“Programa de Financiamiento Basal para Centros Científicos y Tecnológicos de Excelencia” / Program of Basal Financing for Scientific and Technological Centers of Excellence) and with the participation of the Patagonian Ecosystems Investigation Center (“Centro de Investigación en Ecosistemas de la Patagonia” -- CIEP) and the Hydrographic and Oceanographic Service of the Chilean Navy (“Servicio Hidrográfico y Oceanográfico de la Armada de Chile” -- SHOA), as associated institutions.
The Center for Dynamic Investigations of High-latitude Marine Ecosystems (“Centro de Investigación Dinámica de Ecosistemas Marinos de Altas Latitudes “-- IDEAL) is financed by the “National Commission for Scientific and Technological Investigations” (“Comisión Nacional de Investigacion Científica y Tecnológica” --- CONICYT), through its program “Financing Funds for Centers of Investigation in Priority Areas (“Fondos de Financiamiento de Centros de Investigación en Áreas Prioritarias” -- FONDAP).” It is led by the Universidad Austral de Chile (UACh), in association with the Universidad de Concepción (Concepcion University – UdeC), and the “Centro de Estudios del Cuaternario, Fuego-Patagonia y Antártica” (CEQUA: Center for Quaternary Studies, Fuego-Patagonia and Antarctica) in Punta Arenas. The logistics financing for the Antarctic investigations is provided by the “Instituto Antártico Chileno” (Chilean Antarctic Institute – INACH).
A state and autonomous institution of higher education, established quarterly as a secular and pluralistic community. Its mission is to contribute to the national sustainable development -- with special emphasis on the Patagonia of Aysen -- as well as to social justice, through the development, dissemination and exposure of knowledge, the integral formation of professionals, research and innovation, and cultural-artistic creations; it bases its duties on a close link with the local and global media, and the collaborative work with other institutions.
Two centuries of history endorse the experience of the University of Córdoba. Its careers go from the Humanities and the Legal-Social Sciences to Health Sciences and scientific-technical careers. It stands out for its food processing and environmental specializations. Added to that objective is the leading role of the UCO in the development of the European Space of Higher Education (“Espacio Europeo de Educación Superior”). The UCO took on the coordination of the Universities of the Board of Andalucia (“Universidades de la Junta de Andalucía”) in terms of the financial and academic contributions to the CIEP.
The University of Montana, U.S.A., collaborates with the investigative work of the CIEP and identifies opportunities to link its graduate students with the Region of Aysen through the center; it has special motivation to stimulate the mobility of advanced human assets and for the development of joint international initiatives.
As in the case of the Universidad Austral, it also contributes its broad experience in conducting large research and development projects. It shares support in regards to obtaining national and international complementary funds that permit the development of program commitments in the present and future of the CIEP. At present, it is the owner of the infrastructure in Alto Baguales placed at the center´s disposal for its functions.
The Universidad Austral (UACH) participates as an entity associated with the CIEP and with an active scientific link with the center´s researchers, and with important support in activities of exposure and appreciation of science by means of PAR EXPLORA, Region of Aysen.
The Regional Government (GORE) of Aysen, has been the main sponsor of the CIEP from the beginning: It is in charge of supervising and monitoring the compliance with the objectives and ensures the adequate use of the public resources involved. It participates in the co-financing of the center and is active in the definition of the research priorities and the scientific-technological links of the CIEP. Also, the Regional Government has special interest in getting the public and private sectors involved with the CIEP.
The activities of the INIA in the Aysen Region are focused on the study of agroecosystems, especially those altered by their livestock use. The processes that have occurred from the pristine forest ecosystems to the greatest levels of human alterations are of great interest and offer a vast field of research in which the INIA contributes with scientific capabilities.
From the beginnings of the CIEP, the “Comisión Nacional de Investigación Científica y Tecnológica de Chile”(CONICYT) (National Commission of Scientific and Technological Research of Chile) has supported the CIEP with significant economic resources for work in the scientific field in the Aysen Region. CONICYT has renewed its support to this regional center committing fundamental resources so that the CIEP can consolidate its leadership in scientific research and technology of excellence in Patagonia.
